Programming

During the Programming Phase, country offices identify and review their target group, needs analysis, response logic, and theory of change based on information from country staff, NRC's Global Strategy, Field Operations Strategy, and the respective regional strategy. During this phase, the master budgets are drafted.

Currently, Cycles does not capture all the information that is review during this phase. Despite the fact that the programming phase is done beyond Cycles, the users are able to access the results of this phase.
